1.What is China’s first Industrial Park?

Since 2016, the Ministry of Commerce has organized and carried out the assessments and            evaluations of the comprehensive development of national economic and technological development            zones, and Suzhou Industrial Park (SIP) of China - Singapore Cooperation has ranked top 1 for            the fourth year in a row. It is among higher echelons of High Tech Zones, holding up half the            sky of Jiangsu Free Trade Zone (Jiangsu Free Trade Zone covers an area of 119.97 square            kilometers, while Suzhou Free Trade Zone located in Suzhou Industrial Park is 60.15 square            kilometers in size). There are also flagship projects of cooperation between governments (China            and Singapore). All these situations make Suzhou Industrial Park unique and well-known among            many in China.

2.The secret of being No.1: the long term doctrine

The planning and construction of Suzhou Industrial Park has been adhering to the long-term            principle with high starting point: the top-down design, long-term consideration, systematic            planning, step-by-step implementation without deviation. The actual portrayal of the established            Park shares 90% similarity with the initial hand-drawn master-plan of the Park in 1994. The            practices of “planning while developing”, “planning after development” and “planning with a            change of leaders” are completely abandoned.

(1).To make clear the positioning, to “think before leap”, and to choose the appropriate            industry.

In the early stage, the Park mainly chose the capital intensive high-end manufacturing industry            as the investment object. As the leader, they could also gather upstream and downstream firms.            With the industrial and technological changes, Suzhou Industrial Park has gradually formed a            “2+3”industrial system: “2” means a new generation of information technology and high-end            equipment manufacturing while “3” is bio-medicine, nanotechnology applications and artificial            intelligence. At the same time, the Park is also trying to promote the quality of modern service            industry.

(2).To jointly attract investments in a professional and sincere way.

At the beginning, the Park gave up the huge crowd strategy of “attracting investment by all” or            “setting targets for each department”. Instead, China and Singapore jointly invested for the            Park, laying a foundation with the help of Singapore’s international investment experience and            resources. In April 1994, Goh Chok Tong, the Prime Minister of Singapore, visited Europe and            introduced Suzhou Industrial Park to multinational companies at large investment fairs in            Germany and Britain. Since then, the two countries have meticulously produced videos, slides,            projection materials and investment guides in four languages, namely, Chinese, English, German            and Japanese, so as to select high-level, professional and interdisciplinary talents with a            definite target and professional investment promotions.

(3).Taking customer demand as the guidance, we have constantly progressed in improving business            environment and innovation service system.

From “changing management into service” in Stage 1.0 and “helping enterprises solve problems in            the whole process” in Stage 2.0, to “building for distinctive industries an innovative            ecosystem, including formulating an industrial plan, building a functional zone, establishing a            state-owned assets company, setting up one growth fund, and a professional service organization)            in Stage 3.0, the friendly investment environment of SIP is constantly improving.


4.High quality integrated environment

Today's Suzhou Industrial Park has successfully made the leap. With “Internet plus” government            administration system, the administrative approval is carried out online. Through the reform of            the management system, approval process of new enterprises will be completed within 2 working            days, and that of real estate registration will be completed within 3 working days. The approval            of industrial construction projects can be completed within 33 working days. Under the “small            government and big society” management system, the administrative efficiency of the government            has been effectively enhanced by a combination of the examination and approval conducted by one            special department, the law enforcement by one team as well as the management of market, credit            and service respectively by one department, one platform and one network.

High quality comprehensive environment is of economic, social and cultural importance. Learning            from the community service concept in Singapore, the Park has built many neighborhood centers,            integrating convenience of residents with liaison with the masses, community health stations,            commerce, culture, sports, health, education and other functions.
